  10.         Russian Amateur  Radio  Emergency  Services  (RARES)  was born
  11.    during the turbulent days of the Chernobyl tragedy.  But RARES true
  12.    abilities  emerged  in  December of 1988,  at the time of Armenia's
  13.    devastating earthquake.  No communications were available with  the
  14.    disaster  zone,  with  a  notable  exception of amateur radio.  Our
  15.    emergency network was fully operational  two  hours  after.  Rescue
  16.    teams, as well as the Disaster Relief HQ in Moscow and Armenia, had
  17.    their communications provided by RARES  and  the  amateurs  of  the
  18.    Soviet Union.  May 1991 - another earthquake in Georgia - and again
  19.    RARES assisted the search and rescue teams.  There are many similar
  20.    examples,  where  RARES  provided invaluable life-saving links,  in
  21.    situations totally lacking goverment communication support.
  22.         On August 19, 1991, the faithful day, when democratic movement
  23.    in Russia was hanging by a thread, RARES station begun transmitting
  24.    Boris Yeltsin's decrees to the peoples of Russia. And the following
  25.    day,  R3A became operational from Moscow's "White House", providing
  26.    communications  support  for three days to the President of Russia,
  27.    the members of the Parliament and  the  "Radio  Russia",  when  the
  28.    putschists took control of media and telephone facilities.
  29.         We, the RARES members,  are ready,  willing and able.  We  are
  30.    ready to react immediately, in Russia or anywhere else (like during
  31.    Iranian earthquake of 1989),  where our help is needed.  We  are  a
  32.    thousand-strong  with members all over Russia.  Our sole purpose is
  33.    to provide disaster relief communications.  We do the job,  but  at
  34.    present  lack outside financial support and modern equipment.  High
  35.    on the list  of  our  needs  are  mobile  and  portable  equipment,
  36.    generators,  means of transportation and tents. We are in dire need
  37.    of digital communications equipment.  Any and all assistance  would
  38.    be welcome and attention to our needs would be greatly appreciated.
